See, a suicide mission to kill some people, by one person from an organization, group, or country is simply using that person as a form of weapon, and that particular weapon is then used up but in their eyes a good trade off. If Iran as a COUNTRY attacks Israel, the COUNTRY of Iran will no longer exist as they would have committed suicide. The trade off would illogical in any form, therefore the act will not happen. This is what President Carter meant - but it's okay if you did not get it, you're a Republican, you guys never get it.
